During the effort to desegregate schools in Little Rock, why did Eisenhower place the Arkansas National Guard under Army command?

Violence erupted when the black students tried to attend the all white high school. Eisenhower's actions were two fold, 1) to keep the peace and 2) to insure the black students were allowed in the school.
