If, ethanol #(C_2H_5OH)# is dissolved in water then, the two species of molecules form extremely strong forces between them & forms "intermolecular hydrogen bonds".

The #OH# group of ethanol is extremely polar and hence forms hydrogen bonding with the extremely polar water molecules.

Therefore, ethanol is more soluble in water than chloroethane.
