Modern-day bullies prevent blacks from voting by threatening to hurt them or just not allowing them to go to the voting station.
In addition whites may have given blacks the right to vote, but it doesn't mean that all white people agreed with the amendment. It's not like everybody in this country agreed with this decision. For example after the civil war and the slaves were freed, people were still very upset.
