Because many electrons will enter the first loop. Thus, the rest of the electrons cannot enter the same loop due to the number of electrons in the first loop.
Negative and Negative = repulsion
If N1 is the number of electrons entering the first loop and N2 is the rest of the electrons. N1 has to be greater than N2. Because electrons wants shortest path to reach the other pole of the source. However, because there are many electrons. The rest of the electrons are affected by the electrostatic force .Now they have to choose the other path or the second loop.

The electrons flow through all routes, but more flow (there’s a higher current) in the one with least resistance.
Explanation:
Imagine you live in a world with two towns, two routes between them and many cars. Now one route is a super-expressway, 5 lanes wide, never has a jam (a low resistance wire in our model.) The other route is narrow, winding and is often blocked by geese, tractors and roadworks (a high resistance path in our model.)
Is it easy to see that, given there are many many cars (electrons) some will always be travelling down the winding route? Even a high resistance path will have some current flowing through it.
Remember, electrons do not “decide”, they are blessed with little brain, they just follow physical laws!
