Seasonal winds are dependent on weather patterns, while prevailing winds is more dependent on the location.
Explanation:
Above is a picture of seasonal winds. In January by the Asian coast, the warmer air is travelling southwest, while in July, cold wind is travelling more northeast. The weather and season are the cause of seasonal winds.
This picture above is showing the global prevailing winds. Weather may have some influence of this wind pattern, but is not the main cause of this wind pattern. The prevailing winds follow the mid-latitude and hadley cells.
