Can I combine a fragment of bacterial DNA cut with Eco RI and a fragment of monkey DNA cut with Eco RI? Why or why not?

Of course you can: same enzyme has been used, meaning same sticky ends on both fragments, so you can mix both fragments and glue them together again with a Ligase .
I'm sure it WILL have been done plenty of times in Simian (=monkey-related) research: Usually cloned in a plasmid like pBR322 which is of bacterial origin...
You will be able to glue it in the main bacterial DNA as well using these tools, but whether it will DO something or survive, is another matter though: probably not...
