In general yes, polycrystalline materials e.g. metals, will have short range order, but lack the long range order of the giant lattice, ionically-bonded materials e.g. NaCl.
Explanation:
The only qualification to make is the extent of “short” and “long” but this depends on the crystal dimensions which is strongly dependent upon the processing (cooling rate from the melt, alloy characteristics) it has undergone.
