The more important a cellular reaction the more it is necessary to compartmentalize it so that the reactants are there in the correct concentration instead of floating willy-nilly and being used elsewhere. The light reactions happen inside the thylakoid membranes.

The dark reactions (calvin cycle) happen outside in the stroma, separate from the light reactions. It uses CO2 from the air and electron carriers from the light dependent reactions.
