Explanation:
In the water, plants could just release into the water. Early plants like scrubby moss and ferns relied on (and still do rely on) being close to water to reproduce.
In the water, plants didn't need as much structure. In water they didn't have to face the full force of gravity. To stay upright they needed stiffer lignin or cellulose packed cell walls capable of keeping things rigid.
Not to mention the heat. Water not only has to move upward against gravity up the plant, it has to avoid evaporating.
