When balancing a chemical equation, the goal is to get the same number of atoms of each element on each side. We do that by adding coefficients. The equation is balanced when there are equal numbers of each element on both sides of the equation. We do this in order to satisfy the law of conservation of matter/mass.

H3PO4 + Mg(OH)2Mg3(PO4)2 + H2O

First look at the polyatomic phosphate ion PO43. There is one phosphate ion on the left and two on the right. Place a coefficient of 2 in front of phosphoric acid H3PO4. This balances the phosphate ions.

2H3PO4 + Mg(OH)2Mg3(PO4)2 + H2O

Now look at magnesium hydroxide Mg(OH)2. There are 3 Mg atoms on the right and 1 on the left side. Add a coefficient of 3 in front of Mg(OH)2.

2H3PO4 + 3Mg(OH)2Mg3(PO4)2 + H2O

Now look at the H atoms. There are 6 H atoms on the left side and 2 on the right side. Add a coefficient of 6 in front of water H2O.

2H3PO4 + 3Mg(OH)2Mg3(PO4)2 + 6H2O

Now look at the O atoms. There are 14 O atoms on both sides, so the oxygen is balanced.
