No, they are both measured in Volts (i.e. Joules per Coulomb)

Explanation:

There is a glorious moment at this stage in Physics when students suddenly realise what potential difference actually means ... just the difference in electrical potential between two points in a field. That field is often contained in a wire, but it is still the case.
