Ionic bonds do not conduct electricity. The ions themselves conduct electricity by moving in opposite directions towards the positive and negative electrodes.
Ionic compounds conduct electricity when they are molten or in aqueous solution. In both cases, the positive ions are free to move towards the negative electrode, and the negative ions are free to move towards the positive electrode.
