Arrange the equation and get your solution

Multiply the first equation by -1:

$4 x + 2 y = - 14$ $4x + 2y = -14$
The second equation is the same:
$- 4 x - 15 y = - 1$ $-4x - 15y = -1$

Now combine these

$2 y - 15 y = - 14 - 1$ $2y -15 y= -14 -1$

$- 13 y = - 15$ $-13 y= -15$

$y = \frac{15}{13}$ $y=15/13$

Put this value in any equation (I used the first one):
$- 4 x - \frac{30}{13} = 14$ $-4x - 30/13 = 14$

$- 4 x = 14 + \frac{30}{13}$ $-4x = 14 + 30/13$

$- 4 x = \frac{182 + 30}{13}$ $-4x = (182+30)/13$
