You can find its roots and then turn them into factors. Turning a root into a factor means equaling it to zero.

I'll use Bhaskara here:

(6+-sqrt(36-4(9)(-8)))/18
(6+-18)/18
h_1=4/3, which is the same as the factor 3h-4=0
h_2=-2/3, which is the same as the factor 3h+2=0

9h^2-6h-8=(3h-4)(3h+2)
