The slope intercept form of equation of a line is y=mx+c, where m is slope and c is it's intercept on y axis.

Hence, we should convert any equation of a line to the form y=mx+c i.e. solve it for y to get slope and y-intercept.

Hence, we can write the equation 3x+6y=-9 as

6y=-3x-9

or y=-3/6x-9/6

or y=-1/2x-3/2

Hence, slope is -1/2 and y-intercept is -3/2.
