Rewrite the equation into slope intercept form then use the fact that a line has a slope of $m$ $m$ then all perpendiculars to it will have a slope of $- \frac{1}{m}$ $-1/m$

Explanation:

$3 x + 2 y = - 6$ $3x+2y = -6$

$2 y = - 3 x - 6$ $2y = -3x-6$

$2 y = - 3 (x + 2)$ $2y = -3(x+2)$

$y = - \frac{3}{2} (x - (- 2))$ $y = -3/2(x- (-2))$ $XXXX$ $color(white)("XXXX")$ slope intercept form

Any line perpendicular to this will have a slope of $\frac{2}{3}$ $2/3$
