Lets solve for y:

-2x + 3y = -19

Step 1 : Add 2x to the right side

3y = -19 +2x

Step 2: Get y by it self so lets divide by 3 to both sides

(3y)/3 = (-19 +2x)/3

y= -19/3 + (2x) /3

Rearrange the equation to this format y = mx+b

y =(2x)/3 -19/3

y int would be your b

which b = -19/3

slope intercept is your mx
m= 2/3
