Lets solve for $y$ :

$-2x + 3y = -19$

Step 1 : Add $2x$ to the right side

$3y = -19 +2x$

Step 2: Get $y$ by it self so lets divide by $3$ to both sides

$(3y)/3 = (-19 +2x)/3$

$y= -19/3 + (2x) /3$

Rearrange the equation to this format $y = mx+b$

$y =(2x)/3 -19/3$

$y$ int would be your $b$

which $b = -19/3$

slope intercept is your $mx$
$m= 2/3$
