$(2x-10)/(3x-21) = (2(x-5))/(3(x-7))$

$=2/3(((x-7)+2)/(x-7))$

$=2/3((x-7)/(x-7)+2/(x-7))$

$=2/3(1+2/(x-7))$

$=2/3+4/(3(x-7))$

The only restriction is $x != 7$
