$2x-7y=4$ --- (1)
$x+3y=1$ --- (2)

From (2)
$x=1-3y$ --- (3)

Sub (3) into (1)

$2(1-3y)-7y=4$
$2-6y-7y=4$
$-2=13y$
$y=-2/13$ --- (4)

Sub (4) into (3)

$x=1-3(-2/13)$
$x=19/13$
