Rearrange the second equation to get:
$2x=8-3y$

Also:
$2(2x)+y=-7$
$2(8-3y)+y=-7$
$16-6y+y=-7$
$-5y=-23$
$y=23/5=4.6$

Now we put this in:
$4x+23/5=-7$
$4x=-7-23/5=(-35-23)/5=-58/5$
$x=-58/20=-2.9$
