We have
$4.9/8.4=b/1.56$

shifting $1.56$ to the L.HS (numerator)

$4.9/8.4 * 1.56 = b$

on solving:
b $= 0.58 * 1.56 = 0.91$

So the proportion can be represented as:
$4.9/8.4$ $=$ $0.91 / 1.56$

note: on dividing each of the values on L.H.S and R.H.S we get value 0.58

hence L.H.S $=$ R.H.S and both are in proportion.
