Standard form: #7y^3 + 8y #
Leading Coeffecient: 7

Explanation:

To put a polynomial in standard form, you put the term with to highest degree first, so since 7y is to the power of 3, it has the highest degree and it is written first.

The leading coefficient is the coefficient of the number to the highest degree. SInce #7y^3# is held to the highest degree, 7 is the leading coefficient.

Sorry for the long explanation, but hope I helped :)
