A periphrasis can be used for many reasons. Some of them are:

to avoid repetitions,

sometimes an euphemism (which is a specific kind of petiphrasis) can be used to milden the text (i.e. to avoid words which can be considered harsh)

when you are learning a new language you can use a periphrasis if you forget a word in that language.
