$x=-3$
$y=1$

I solved the second equation for $x$ , then substituted it into the first.

$2x-3y=-9$
$2x=3y-9$
$x=1.5y-4.5$

$7(1.5y-4.5)-2y=-23$
$10.5y-31.5-2y=-23$
$8.5y=8.5$
$y=1$

Next I substituted $y=1$ into the second equation
$2x-3(1)=-9$
$2x-3=-9$
$2x=-6$
$x=-3$

check:
$7(-3)-2(1)=-23$
$-21-2=-23$
$-23=-23$
