$sqrt(3(x^2)$ , represents the square root of $3x^2$ .

Square root , can also be called as second root of $3x^2$ , so in terms of fraction, second root is a half power ( $color(red)(1/2$ )

( note: similarly cube root / third root is one third power , $color(red)(1/3$ )

so , $sqrt (3x^2) = (3x^2)^(color(red)(1/2)$

$= 3^(color(red)(1/2)) . x^((color(red)(1/cancel2).cancel2)$

$= color(blue)(3^(1/2) . x$
