sqrt(3(x^2) , represents the square root of 3x^2.

Square root , can also be called as second root of 3x^2, so in terms of fraction, second root is a half power (color(red)(1/2)

( note: similarly cube root / third root is one third power , color(red)(1/3)

so , sqrt (3x^2) = (3x^2)^(color(red)(1/2)

= 3^(color(red)(1/2)) . x^((color(red)(1/cancel2).cancel2)

= color(blue)(3^(1/2) . x
