This is not an indeterminate limit.

#lim_(xrarr4) 2^x = 2^4 = 16#

#lim_(xrarr4) (3x^2+1) = 3(lim_(xrarr4)x)^2+1 = 3(16)+1 = 49#

Therefore,

#lim_(xrarr4) (3x^2+1)^(2^x) = 49^16#
